Master Plan 2027

Melbourne Airport has prepared a preliminary draft Master Plan 2027, setting out the vision for Australia’s largest 24-hour gateway over the next 20 years.  

The Master Planning process is a requirement of the Airports Act 1996. All federally leased airports – including Melbourne Airport - need to prepare a Master Plan every five years to guide future growth and development.  

The preliminary draft Master Plan 2027 is a key planning document. It covers our development plans from aviation to property to ground transport.  

The document: 

• Sets the strategic direction for Melbourne Airport 
• Provides a plan for the development of the Melbourne Airport site 
• Indicates to the public the intended uses of the site and development proposals 
• Includes provisions to reduce potential conflicts between the uses of the site 
• Ensures that uses of the site are compatible with areas surrounding Melbourne Airport 
• Ensures compliance with environmental legislation and standards

Public Exhibition for Melbourne Airport’s preliminary draft Master Plan 2027 will occur from Monday 10 August until Wednesday 4 November 2026, for a total of 60 business days. 

The Melbourne Airport Community Engagement Team will hold dedicated engagement sessions around Melbourne during the Public Exhibition period, including in-person sessions and online webinars.

There are three ways you can make a submission on Master Plan 2027.  

These include: 

1. Visiting the Submissions page on our Major Projects Hub and completing the form. 
2. Emailing your submission to masterplan2027@melair.com.au  
3. Posting your submission and addressing it to: 

Head of Planning 
Melbourne Airport 
Locked Bag 16, Tullamarine, VIC 3043 

Submissions will open on 10 August 2026 and close on 4 November 2026.
