Our airport forecourt is the busiest of its kind in Australia due to our single terminal building. Commercial users visit the airport often, and therefore operating conditions generally apply to those companies to avoid confusing the general public. Detailed terms and conditions are available in the sections below, but the general conditions are as follows.
- Buses are to drop-off and pick-up passengers in their dedicated zones, shown in the map below.
- Bus operators must have an active account with Melbourne Airport in order to operate a commercial service through Melbourne Airport.
- Access Fees are payable as indicated in the Commercial Bus Terms & Conditions. Please make note of the permitted dwell times as congestion fees apply.

- Hotels and off-airport parking, is for those services only.

Bus operator access terms
All buses are to drop-off and pick-up passengers in their dedicated zones, shown in the map below. Fees are payable and congestion charges apply as shown in the attached table. Take note of the permitted dwell time to avoid congestion charges.

Why is Melbourne Airport changing the bus payment system?
Melbourne airport is moving to a new, online Bus Account System and self-service portal making it easier to operate at the airport.
What’s the difference between the old and new system?
Melbourne Airport is moving from monthly invoice-based post payments to pre-paid digital wallet payments. Access Fees via the online Bus Account System will be automatically debited from your digital wallet each time you exit the airport.
Do I have to register and set up an online Bus Account?
Yes. Melbourne Airport is moving to a fully online system. Bus companies need to register their company online, including all vehicles, drivers and payment details to be provided. This allows Operators to continue to drop off and pick up passengers at Melbourne Airport.
Can I operate at the airport to drop off and collect passengers without an online Bus Account?
No. Bus companies who want to drop off or collect passengers in any forecourt of the airport must have an online Bus Account in credit for access.
How do I register and login into the online Bus Account System?
1.Go to bps-melair.ubipark.com/company/register
2.Enter your contact details, upload the following documents:
1.Company ABN Registration
2.Bus Accreditation Certificate
3.Vehicle Registration Certificate for each vehicle and seating capacity
4.Crew buses will also need to upload their Airline Service Agreement

Do I need to have a Bus Accreditation Certificate to operate at Melbourne Airport?
Yes . Bus accreditation is necessary to ensure that your vehicles meet Safe Transport Victoria’s safety, regulatory, and operational standards.
Anyone wishing to operate a bus service in Victoria with seating positions for 10 or more adults (including the driver) must be accredited with Safe Transport Victoria to operate the following:
•Commercial bus services
•Commercial minibus services
•Courtesy bus services
•Tour and Charter bus service
•Community and private bus services
Please note: a passenger car modified to have more than 9 seats (for example, a stretch limousine) is not a bus.

The attached table demonstrates the fees applicable for access to the forecourt, excluding GST.
Are access fees changing?
No, access fees aren’t changing – we’re changing how you pay – not how much you pay.
Can I still receive an invoice to pay the fees?
No, operators will need to pay online and manage access via the online Bus Account System using your digital wallet. Your digital wallet will be automatically topped up from your nominated credit card or bank account when your balance falls below a minimum level.
How do I top up my digital wallet?
Your digital wallet will be automatically topped up from your nominated credit card or bank account when your balance falls below a minimum level.
The first time you set up auto top-up payments to your digital wallet, the minimum top up amount will be automatically deducted from your linked bank account or credit card immediately, so you have funds available in your wallet.
You’ll automatically receive an email each time your digital wallet is topped up and you can also review your payment history anytime by logging into
What happens if my account falls into arrears/has no money in it?
Automatic top ups will ensure this doesn’t happen.
Your digital wallet will be automatically topped up from your nominated credit card or bank account when your balance falls below a minimum level so you have funds available in your wallet.
If your account falls into arrears and/or hits a zero balance, your access to the airport may be restricted.
What is the minimum top up amount?
The minimum top up amount is based on the type of commercial vehicle and estimated number of visits per day at Melbourne Airport.
For 150+ trips per day to Melbourne Airport, the minimum top up amount is $485
For 100 to150 trips per day to Melbourne Airport, the minimum top up amount is $240
For 50 to 99 trips per day to Melbourne Airport, the minimum top up amount is $20
For less than once trip per day, the minimum top up amount is $25
Do I require a permit to operate at Melbourne Airport?
All operators using the Melbourne Airport forecourt or Ground Transport Hub (T4) for commercial purposes require a permit to operate. Permits are issued to new vehicles following registration of the vehicle in the online Bus Account System.
Do I have to park in my designated zone?
Operators must park as close to their allocated zone as possible. Operators found parking in other zones unnecessarily risk infringement.
We reserve the right to re-allocate zones as required due to operational constraints (e.g. road works or accidents) to maximise the efficiency of the forecourt. Where possible, operators will be notified in advance of any changes to minimise disruption.
Can I leave my bus unattended to gather my customers in the terminal?

By logging in you consent to your information being collected, used and retained for the purposes of managing a Bus Operator's account and may also be shared with Melbourne Airport's agents contractors (but not competitors of Bus Operators) for operational purposes and accept the Commercial Passenger (Bus) Services Terms and Conditions.
