Major Development Plans
Major Development Plans (MDPs) are proposals for significant developments at Melbourne Airport which are submitted to the Federal Government for approval in accordance with the requirements of the Commonwealth Airports Act 1996.
More information on airport planning and regulation is available from the Department of Infrastructure and Transport . There is an opportunity for stakeholders and the community to comment on MDP proposals, which are advertised in the media and on the Melbourne Airport website. MDP proposals are also brought to the attention of the Melbourne Airport Community Aviation Consultation Group (CACG).
Melbourne Airport Business Park Warehouse
Melbourne Airport is building an 80,000 square metre warehouse in the Melbourne Airport Business Park. This development is in response to the increasing demand for logistics and distribution centre space in the Melbourne Airport Business Park which offers commercial and industrial businesses large and flexible spaces, excellent access to roads, air and sea ports and growth opportunities.
The warehouse development will comprise:
- Warehouse up to a maximum developable floor area of 80,000 square metres
- Office / administration area (two storeys) up to 5200 square metres
- Approximately 800 car parking spaces
- Access to the site will be primarily via Sky Road with secondary access from the proposed Link Road realignment.
- Fleet workshop of approximately 1550 square metres
- Fuelling station of approximately 1550 square metres
- Gatehouse at entries along Sky Road
The warehouse will contribute to the local and state economy by creating approximately 700 operational and administration jobs. In addition, 150 jobs will be created during the construction of the warehouse.
The development is located within the Melbourne Airport Business Park. The site is situated approximately 500 metres from the nearest residential development with trees and an industrial park acting as a buffer between the residential development and the warehouse. In addition, vehicles will access the site via South Centre Road and in the future, Airport Drive, avoiding impact on residential streets.
The development is consistent with the Melbourne Airport 2013 Master Plan (incorporating the Environment Strategy and Ground Transportation Plan), which outlines the plan to develop the remaining 146 hectares of vacant land within the Melbourne Airport Business Park for large industrial warehouses and distribution centres ranging in size between 10,000 to 100,000m². The development is also consistent with State and local planning policy and provisions.
The warehouse development is valued at more than $70 million. This is part of the $1 billion, the airport is spending over the next two year investing in airport facilities.
The Minister for Infrastructure and Transport approved the Major Development Plan for the project on 28 April 2014. This was following the public exhibition of the draft plan.

Copies of the MDP are also available for inspection and purchase by members of the public at the office of Australia Pacific Airports (Melbourne) Pty Ltd, 2nd floor, T2 (International Terminal) Melbourne Airport, telephone 9297 1600 between 9.00am and 5.00pm Monday to Friday for a period of 180 days.
Melbourne Airport Business Park Distribution Centre
Melbourne Airport is building a 52,000 square metre distribution centre in the Melbourne Airport Business Park. This development is in response to the increasing demand for logistics and distribution centre space in the Melbourne Airport Business Park which offers commercial and industrial businesses large and flexible spaces, excellent access to roads, air and sea ports and growth opportunities.
The original Major Development Plan was approved on the 3 August 2009. The Minister for Infrastructure and Regional Development approved a minor variation to the Major Development Plans on 28 March 2014.
Proposed Airport Drive Extension and Steele Creek North Stormwater Enhancement Project
The Minister for Infrastructure and Transport approved the Major Development Plan for the project on 25 July 2013. This was following the public exhibition of the draft plan.

Southern Precinct Program – new domestic terminal
Following the public exhibition of the preliminary draft MDP for the Southern Precinct Program, the draft MDP has now been approved by the Commonwealth Government.
